[Ryujinx.Horizon.Common] Address dotnet-format issues (#5382)

* dotnet format style --severity info

Some changes were manually reverted.

* Address most dotnet format whitespace warnings

* Address IDE0251 warnings

* dotnet format whitespace after rebase
