ntc: Implement IEnsureNetworkClockAvailabilityService (#3192)
* ntc: Implement IEnsureNetworkClockAvailabilityService This PR implement a basic `IEnsureNetworkClockAvailabilityService` checked by RE. It's needed by Splatoon 2 with Guest Internet Access enabled.
