nifm: Fixes IsDynamicDnsEnabled not supported (#2443)
For a strange reason `IPInterfaceProperties.IsDynamicDnsEnabled` returns a `PlatformNotSupported` exception in Linux. This PR fixes this issue with a `try/catch` and set the value to false. Closes #2415.
