Relax Vulkan requirements (#4282)
* Relax Vulkan requirements

* Fix MaxColorAttachmentIndex

* Fix ColorBlendAttachmentStateCount value mismatch for background pipelines

* Change query capability check to check for pipeline statistics query rather than geometry shader support
